The seat on Forth Valley health board became vacant when Councillor Allyson Black decided to stand down.
Speaking at the meeting, she said that as a former staff nurse it had been "an honour and a privilege" to be on the NHS Board.
She added that it had been a revelation to see close-hand their dedication and commitment to the people of Forth Valley, particularly through the last year.

Nominating Fiona Collie to take her place on the health board, the council leader, Cecil Meiklejohn, said that Councillor Collie's appointment would provide a vital link between the health board and the IJB.
She said: "Her abilities across the chamber have been recognised and that's well-deserved."
The Labour group nominated Councillor Alan Nimmo for the role but Ms Collie won the vote.
Ms Collie was elected vice-chair of the IJB unopposed.
