Councillor’s failure to attend meetings triggers by-election

A councillor who failed to turn up for a single council meeting in six months has triggered a by-election in the Armadale and Blackridge ward.

SNP councillor Isabel Hutton, whose constituency also covers Torphichen, was removed as a councillor at a meeting of West Lothian Council after she failed to turn up to explain her absences.

A spokesman for West Lothian Council said: “Under standing orders, the chief executive is required to bring this matter to the attention of the council.

“The legislation provides that a councillor who fails to attend any meeting of his or her council throughout a period of six consecutive months shall cease to be a member of that council, unless the failure was due to some reason approved by the council.”

The returning officer has confirmed March 26 as the date of the by-election, with polling taking place between 7am and 10pm on Thursday, March 26.

The count will be held at 9am on Friday, March 27.

Prospective candidates can obtain nomination forms from the election office located at the West Lothian Civic Centre, Howden Road South, Livingston, EH54 6FF.

This office is open for the issue and delivery of nomination papers from Thursday, February 5, to Monday, February 23, from 9am-4pm.

Completed nomination forms must be delivered to the election office at the above address by 4pm on Monday, February 23, otherwise they will not be valid.
